l was a reading a cookie recipe and it said to dissolve the baking soda in hot water. How do you do this?
I've tried to do it before, it did not really dissolve, it just sort of, sank.

are you sure your not talking about or used corn starch.
cold water for corn starch
Hot water starts CS to jell into a lump
put in warm/hot water and stir.
Um.. you just put the baking soda in the hot water. Stir a little bit. That is it.
